Department of Behavioral Health Issues Request for Applications for Community Mental Health Services Block Grant

Washington, DC—The District of Columbia Department of Behavioral Health (DBH) in collaboration with the DBH Behavioral Health Council issues a Request for Applications (RFA) to fund projects under the FY 2016-2017 Community Mental Health Services Block Grant. The deadline for submitting an application is 4:45 pm, Monday, June 20, 2016.

The projects should reflect the Substance Abuse and Mental Health Services Administration (SAMHSA) focus on behavioral health (mental health and substance use disorder) and the SAMHSA six strategic initiatives:

1.      Prevention of Substance Abuse and Mental Illness;
2.      Health Care and Health Systems Integration;
3.      Trauma and Justice;
4.      Recovery Support;
5.      Health Information Technology, and
6.      Workforce Development.

To be eligible, an organization must meet the following the requirements:

1.      A District of Columbia-based, public or private nonprofit in good standing with the District government, Internal Revenue Service and has not been debarred from procurements by the federal government, Government of the District of Columbia or any governmental entity;
2.      Not have been excluded from participation in federally funded health programs;
3.      Able to provide documentation for these requirements; and
4.      Able to meet the requirements of a qualified non-profit with 501(c)3 status in the District of Columbia, and currently licensed through the Department of Consumer and Regulatory Affairs.

Approximately $300,000 is available to fund a minimum of ten grant awards. Projects will be funded ranging from $5,000 - $30,000.

The grant will be awarded by DBH utilizing funds provided by the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration. No mini-grants or sub-grants are permitted for any entity awarded funding.

The grant award will be made for a period of one year from the date of award. The grant may be continued for up to one additional year based on documented project success and availability of funding for a total of two years. The grant recipient will be expected to begin activities by September 29, 2016.

The deadline for submitting an application is 4:45 pm, Monday, June 20, 2016, by delivery to  64 New Avenue NE, 2nd Floor, Washington, DC 20002 Attn: Renee Evans.  A late or incomplete application will not be considered.
