The Department of Behavioral Health administers both the Community Mental Health Services Block Grant (MHBG) and the Substance Abuse Prevention and Treatment Block Grant (SABG) from the Substance Abuse and Mental Health Services Administration (SAMHSA). The Block Grants fund agency programs and community-based organizations. The Block Grants help improve the quality of behavioral health services by funding activities that encourage and enhance evidence-based practices, quality improvement, and good consumer outcomes. Also, the Block Grants support activities that promote the values of recovery, resiliency, and cultural competence. The Block Grant award is for a two-years.
The biennial combined MHBG and SABG application for the Block Grants serves as the District of Columbia state plan for providing mental and substance use disorder services for the upcoming year. It also outlines the system of care for adults, children, and families, and lists performance indicators. Consumers, clients, and family members, community providers. and DBH partners are encouraged to comment on the plan in the bi-annual application.
