The Department of Behavioral Health (DBH) is the District of Columbia’s single state agency for mental health and substance use disorder services, responsible for planning, developing, coordinating, and monitoring comprehensive, and integrated behavioral health systems of care for adults, children, youth, and their families in the District pursuant to the Department of Behavioral Health Establishment Act of 2013, effective December 24, 2013 (D.C. Law 20-61).

DBH establishes rules, policies, and procedures to govern its operation and to deliver high-quality behavioral health services.
