Dixon Settlement Agreement

In February 2012, federal Judge Thomas F. Hogan approved a settlement agreement in the Dixon law case that ended court oversight [PDF] of the District’s public mental health system.

Under the terms of settlement agreement that ends September 30, 2013, the District commits to adding 300 affordable housing units and developing a strategic housing plan [PDF], expanding job-readiness services for adults with mental illness to help them get and keep a job, and enhancing treatment services for children and youth. The District issues quarterly reports on its progress meeting the terms of the settlement agreement:

In addition, the District committed to continuing the annual Children and Youth Community Service Reviews (CSRs) with the assistance of Human Systems and Outcomes (HSO). The Settlement Agreement set the 2013 CSR System Performance target at 70% acceptable performance.

The 2012 CSR was conducted in May 2012 and reviewed 89 children and youth. Results of the 2012 review indicated 71% had overall acceptable status ratings. Overall system performance was found acceptable for 65% of the children and youth. Review activities were conducted by a team of external reviewers and DMH staff trained on the protocol. Logistical support was provided by the Far Southeast Family Strengthening Collaborative Inc.

 The 2013 CSR was conducted in May 2013 and reviewed 86 children and youth. Results of the 2013 review indicated 74% had overall acceptable status ratings—up 3% from 2012. Overall system performance was found acceptable for 70% of the children and youth—which meets the Settlement Agreement target.  Review activities were conducted by a team of external reviewers and DMH staff trained on the protocol.
